In Pike Township, people have to prove some unpredictable circumstance happened to prevent them from being able to pay their bills, said township senior case manager Bianca Smith said. Indiana state law designates township trustees with the responsibility of overseeing "township assistance." Most often, that includes helping people pay rent and utility bills. ![]() "It takes a lot for somebody to come in here in the first place to ask for assistance. They're putting their heart on their sleeve coming in here." What does a township trustee do? "There are so many misconceptions: 'Oh my taxpayer dollars are being given to someone to pay their rent,'" said Pamela Presley, Wayne Township's deputy trustee.
